GOVERNMENT HOUSE.

HONGKONG. 12th February, 1921.

My Lord,

With reference to Your Lordship's Circular despatch

dated 3rd August, 1920, I have the honour to forwerd herewith

five copies of the draft legislation (referred to below as "the

draft bill") which it seems desirable to introduce in this

Colony in conformity with the policy of the Aliens Restriction

(Amendment) Act, 1919, (referred to below as "the Act"), and

the Aliens Order, 1920, (referred to below as "the Order").

2. A very large proportion of the provisions of the

Act and the Order do not in the circumstances require considera.

-tion in the Colony, but I think it highly desirable to adopt

the following in a modified form:-

(a.) Article 21 of the Order regarding the nationality to

be ascribed to aliens. (vide clause 2 of the draft

bill).

(b.) Section 2(2) of the Act regarding the making of

regulations to enforce the provisions of the various Treaties of Peace. (vide clause 3(1) of the draft bill,

clause 3(2) of which explains the meaning of "former

enemy aliens").

(c.) The general idea of Article 15 of the Order regarding Passports. (vide clause 4 of the draft bill.) Passport regulations were published in this Colony on January 10th, 1919, under the authority of His Majesty's Order in Council of the 26th October, 1896, and though
